The Fosters Mill Village Community Association Board welcomes you to our new website.  Residents must create a login in order to access non public information on this site.  If you create a login your information will not be shared, please note the Privacy Policy.  A login will grant you access to links for account information, payment of assessments, and other information intended only for residents.

Our regular monthly Board Meetings are held on the 1st Wednesday of every month at 7:30 p.m. in the meeting room located at our pool.  These meetings are open to all residents, and we encourage your attendance.

HOW THINGS FUNCTION (GET DONE) IN KINGWOOD

Many Kingwood residents may not understand how governmental and quasi-governmental organizations operate in Kingwood. This is particularly true of residents who have moved from other areas of the country. Because Houston does not have zoning, we depend on deed restrictions, enforced by our community associations to restrict how property owners use their property. Another organization, Kingwood Service Association provides services to the entire Kingwood community.

Protecting Our Trees

How lucky we are to live in the community of villages nestled in the iconic “livable forest” of Kingwood. Beautiful trees such as loblolly pines, oaks, ashes, magnolias, bald cypresses, redbuds, dogwoods, and crepe myrtles adorn our streets, yards, greenbelts, and parks.

You can help us maintain this livable forest by taking care of its trees, planting new ones where there is a need, by not cutting down trees needlessly, and supporting and volunteering to be part of groups that nurture and improve our environment, such as Trees for Kingwood, trail associations, homeowner associations and Kingwood Garden Club. Harvey, drought and disease have taken a toll on our beautiful trees. We need your help as it truly “takes a village” to maintain our trees and their survival.

WCA HOLIDAY SCHEDULE

There will be no trash pickup on New Years Day, Memorial Day, 4th of July, Labor Day, Thanksgiving Day and Christmas Day.  Pickup will resume on the next scheduled pickup day.


STATUS UPDATE WCA TRASH CONTRACT

 There has been a delay in WCA entering each name and address in their billing system. WCA assures us that the statements will be mailed this week and that trash service will begin on July 1, 2019. There is a letter from WCA that will be included with the initial statement explaining how to register your account.  This letter is also posted at www.fostersmill.org.

There was a question as to why each resident had to register their account versus just paying the quarterly charge. This is a process that would have been required with any new trash provider. Most may not remember that they had to do the same with Waste Management when they first moved into the neighborhood.

The change from Waste Management was instigated by Waste Management by their refusal to continue under the terms of service required by the current contract, which is expiring June 30, 2019.

At least six trash companies were contacted soliciting proposals, with three responding. This competitive bid situation resulted in WCA being selected by the Board because of what was considered the best value to the community. The contract includes a two-year option for a future Board to add backdoor recycling at a more competitive rate than the other providers were offering for curbside recycling.

 



 
WCA ON-LINE BILL PAYMENT SET-UP

Effective July 1, 2019, WCA was contracted as your new solid waste provider.  In an effort to provide the best customer experience possible we have tried to simplify your On-Line Bill Pay account set-up.  There are a couple of ways to accomplish this via phone, or internet.

Our enhanced automated service allows you to easily, and conveniently, set your account up for On-Line Bill Pay including auto-pay.  Please feel free to log into www.wcawaste.com to entroll in our online service; where you can pay your bill or set up auto-bill payments.

Please follow these three steps:
  1. Login to WCA On-Line Bill Pay System at https://www.wcawaste.com and click the green Pay E-Bill in the top right hand corner
  2. Provide your new account number: xxx-xxxxxx
  3. Set up your payment method (Mastercard, Visa, etc.)

WCA PAYMENT NOTES:

  1. What will be service days? Monday/Thursday
  2. What will residential rates be? $17.47 per month, billed quarterly, plus $5.50 admin fee, plus sales tax.  The HOA will be billed $6.00 per home per month. (City of Houston reimbursement program)
  3. WCA has an app that may be utilized, and can be downloaded for free from the app store. (my wca waste)  This app will allow you to pay your bill once your account is set up.  Unfortunately, there is no chat feature at this time.
  4. The term of the agreement is for 8 years.
  5. The rate is to remain in effect for two years.  After, the rate of compensation will increase based on the Consumer Price Index - All Urban Consumers, Series ID:CUSR0000SEHG02 Garbage and Trash Collection, published by the United States Department of Labor, Bureau of Labor Statistics.  The $6.00 charge is monthly to the association, direct, and not to the residents.
