Recycling Notice (June, 2021)

Effective July 1, 2021, WCA/GFL will be providing recycling for your community. WCA/GFL is excited about offering this for your community, because we believe recycling household trash plays a big part in achieving our goal of reducing the
amount of waste deposited in landfills.

WCA/GFL will provide a thirty-five (35) gallon cart for this service. The carts will be delivered on Saturday June 26th.

Household recycling must be placed at the backdoor by 7:00 A.M. every Thursday. WCA/GFL will collect residential recyclables located at the backdoor in the thirty-five (35) gallon carts. Current items being collected are paper including newspaper, magazines, phone books, catalogs, junk mail, envelopes, file folders, computer paper, construction paper, colored paper, corrugated cardboard boxes (flattened and bundled) cereal and soda/beer boxes, gift boxes, wrapping paper; containers including aluminum cans, aluminum foil, plastic bottles/jugs/buckets #1 through #7, glass bottles or jars.  Excluded Items are Styrofoam, metal pots and pans; scrap metal like nails; screws; gutters; and copper.

If you do not have an active account with WCA/GFL, you will not receive the cart for recycling. To reactivate your account or to set up a new account, please contact customer service.

Let’s talk trash….

There was a survey distributed by mail to all the residents on January 19, 2019. The results of the survey indicated the majority of the residents that responded were in favor of recycling.

At the time, WCA contract was originated, WCA did not offer recycling of glass items. The Board reviewed the WCA contract and opted to delay implementation of recycling. There are provisions in the contract to add recycling for another two (2) years. WCA was purchased by GFL Environmental, and they agreed to recycle glass items.

It came to the Boards attention that Fosters Mill had over 100 properties that do not have a current account with WCA. If you have not received a bill this week, pleases contact WCA/GFL and set up an account.

Service Notes:

WCA will collect residential refuse located at the backdoor (not behind a gate and visible from the street) between 7:00 am and 7:00 pm on Monday and Thursday. Residential refuse must be either in containers or bags not exceeding forty (40) gallons or forty (40) pounds (limit of 6 bags). Household garbage is defined as waste generated inside the house, exclusive of any construction or remodeling debris or any other waste defined in this Contract. Tree and yard waste must be located at the curb area of each residence and contained in containers or bags not exceeding forty (40) gallons or forty (40) pounds.

Trees, shrubs, brush trimmings and fencing must be bundled in lengths no greater than four (4) feet with no branch diameter exceeding three (3) inches. The bundling is required to allow quick pick-up and size limitations are required to avoid damaging the equipment in the crushing process. Bulky items must be located at the curb area of each residence by 7am. Items such as appliances, furniture, carpet (up to 1 room, rolled up four feet wide and less than fifty pounds), cardboard boxes (flattened), will be picked up either day. By Federal Law, refrigerators and freezers or any other items containing Freon must be drained of Freon and have an accompanying bill to validate such service was performed. Hot water heater must be drained.  Grills must be emptied of ash or briquettes.

Items excluded from normal collection are wood, masonry debris, roofing material, lawn mowers, sheetrock or drywall, doors or paneling, tree trunks, water softeners, tires, windows, steel/cast iron building materials, insulation, dirt, stone or tile, carpet, concrete, propane tanks. WCA will leave a tag explaining the reason for non-collected item(s). Special collection of other than normal amounts of residential refuse, yard trimmings or bulk items, if notified in advance, WCA will meet with a resident prior to collection day to determine a price. If a resident does not notify WCA of such a special pick-up before its scheduled day, then WCA will leave a notice for the resident to contact Contractor during normal office hours before the next scheduled pick up day.

 
WCA ON-LINE BILL PAYMENT SET-UP

Effective July 1, 2019, WCA was contracted as your new solid waste provider.  In an effort to provide the best customer experience possible we have tried to simplify your On-Line Bill Pay account set-up.  There are a couple of ways to accomplish this via phone, or internet.

Our enhanced automated service allows you to easily, and conveniently, set your account up for On-Line Bill Pay including auto-pay.  Please feel free to log into www.wcawaste.com to entroll in our online service; where you can pay your bill or set up auto-bill payments.

Please follow these three steps:
  1. Login to WCA On-Line Bill Pay System at https://www.wcawaste.com and click the green Pay E-Bill in the top right hand corner
  2. Provide your new account number: xxx-xxxxxx
  3. Set up your payment method (Mastercard, Visa, etc.)

Payment Notes:

  1. What will be service days? Monday/Thursday
  2. What will residential rates be? $17.47 per month, billed quarterly, plus $5.50 admin fee, plus sales tax.  The HOA will be billed $6.00 per home per month. (City of Houston reimbursement program)
  3. WCA has an app that may be utilized, and can be downloaded for free from the app store. (my wca waste)  This app will allow you to pay your bill once your account is set up.  Unfortunately, there is no chat feature at this time.
  4. The term of the agreement is for 8 years.
  5. The rate is to remain in effect for two years.  After, the rate of compensation will increase based on the Consumer Price Index - All Urban Consumers, Series ID:CUSR0000SEHG02 Garbage and Trash Collection, published by the United States Department of Labor, Bureau of Labor Statistics.  The $6.00 charge is monthly to the association, direct, and not to the residents.
